I think tablets are falling into the ground which makes them unreachable. I've visited 4 outposts on my current excursion and only found 1 tablet. The other three had none, except they have one thing in common. That thing is a suspicious rectangular tablet-shaped outline under the ground when you highlight interactables. I'm not sure if there are redundant tablets, or if whatever those tablets have on them are just completely lost to me for this save.
