After beginning a new game, everything functioned as expected. Something is very wrong with either the save system or loading a pre-saved world. Interactions at the workbench repairing a circuit board failed, inventory was unable to be moved and abandoned base loot began spawning under the structure. This was not the case in a long play through with no interruption....problems only occured on loading a previously fine saved game...
