I have noticed that areas that I clean out completely regenerate over time. Though I can this being intentional for early access, I believe when the game is released, I would think it wouldn't be that way? I am of 2 minds of it. One hand, regenning can have a benefit of never ending materials but well, there is one old base that I totally flattened and it keeps trying to grow back..,and I can't build in that area...so hopefully it is something you are considering...allowing us to take over an existing old base's area with our own.
