Instead of talking to the Governor after talking to the Doctor, I completed the "look around the base" tasks and turned those in, and now when I talk to the Governor, he simply asks "How'd I do?" and the only answer I can give is "Tasks are Done" - Now I cannot proceed on with the campaign.
