I think the detector is misconfigured. At level 1 (basic) it detects water and at level 2 it detects water and metals as well. According to the technology tree, (intragame) at level 2 it would detect water and at level 3, it would detect metals and composition. Maybe I'm wrong but that's the impression I have.
