Is there always supposed to be an ATV nearby when starting a new game? I'm on a freeplay map at max difficulty. The intro message from the AI says that a small vehicle was detected nearby. However, I've checked every settlement within 1.5KM of the landing spot (about 7 sites) and none of them have an ATV.
