Gravity. Some times when grinding down a building, the stuff inside floats in the air out of reach as if the building were still in place. Most of the time, the items fall to the ground. In this instance a circuit board and tablet are floating way to high out of reach that I cannot get them even with me standing on the rover. These items should fall like any other item does when a building is ground down.
