Just an RP proposal: make difference between scraping ruins with the angle grinder and disassemble own buildings with a different tool, say a "disassembler", a given tool coupled with the database, as an IA entry. This may explain the possibility to interact with own stuff even with an early game tool (yes, why may I disassemble with a lvl 1 grinder and can't salvage with it?). Doing this, you may have a better explanation about this strange behaviour and add possibilities independantly.
