Refusing to allow me to add pump station upgrade, no reason given just red. If I destroy the pump station, I can build it where the upgrade would have sat, so nothing apparent to stop me from building in this area. I have raised and lowered the pump station in case it was some sort of height issue, no differenc. This sort of thing happens constantly and is exasperating in the extreme.
