Solar Panels should be grindable with the Beginner Grinder. I'm in Lovell Crater and there is no Aluminium so producing electronics and solarpanel pieces is awful. And if you find a Rock with aluminium then you get 20 out of it and later 800 from the same Rock with the shredder. This is also a little bit annoying. Rocks to pick up would be a way to go, but there are way to less in the starting area. Circuit Boards are ok it's only the minerals to get up energy production. Charging the suit battery takes ages with 30 kW and don't mention the ATV ... so you could load your suit or the atv or the station battery with 30 kW and this takes too long in the beginning. So before tuning down 5 things maybe make materials for solar panels more accessible?
