I spent about 2-3 hours clearing the entire site of the initial base (Valles Marineris, Melas Chasma) and began to build a new base on that area. When I reloaded today, the ENTIRE base reappeared. I know a previous patch note said this was addressed in some fashion, but clearly at least this base is respawning in full.
