When filling bottles in the workshop it does not fill the bottles completely. It also does not fill them in a built survival capsol. It produces 9-10 but the bottle takes 600 and only fills about 1% of the bottle so you have to stand there for an hour filling to fill a bottle till you unlock the Sabator to fill a container to fill your bottles all the way.
