In campaign I did "construct solar array" with a medium solar panel, but this did not trigger progress. I needed the small panel. I understand this is normal, but i played the campaign a bit differently, making more progress, before advancing. So I already had the medium panels while i was still early in campaign. I think the medium panels ALSO should trigger campaign progress here.
