There exist an inconsistant behavior with the machine drawers. The fertilizer drawer can remain open and the machine will still produce a bag of compost, making it spawn in the open drawer. The seed machine however will require you to close the empty drawer before it will spawn a new can of seeds inside. I believe the intent is for the fertalizer drawer, and any other drawer, to be closed before anything new can spawn within them.
