The mission won't work if you've already built a small base elsewhere because the food supply at the start is absolutely insufficient. You're supposed to build an incubator and a planting bed at the start of the mission. If you do this at the location where the mission is supposed to begin, it won't work if you've already built a miniature base elsewhere to produce food before starting the mission.
